Scheduled execution don't start after failover in HA

Description

Since scheduling mechanism is base on Rabbit's dead letter exchange ability, when a failover occurs the dead letter queue and exchange are not replicated, therefore the execution will not start.
We need to add a new REST call `re-schedule` that will only create the DLX and queue (without creating a DB object for the execution since it exists).

Currently not relevant since we moved to active-active architecture (5.0.0). Should probably test what happens to scheduled executions if Rabbit fails.
