Manager cluster configuration uses random port for communication between manager nodes

Description

When creating a new manager cluster or joining a manager to an existing cluster a networking error occurs.
Each manager is selecting a random port to listen on in order to communicate with the leading manager.
This forces the network between the managers to be flat, otherwise communication will always fail.

Environment:
OS (CLI), HA cluster, cloud provider

1. Deploy 2 or more managers
2. Make sure the security groups associated with the deployed managers is as described in: https://docs.cloudify.co/4.3.0/ops_guides/ha_guide/
3. Follow the documentation above in order to create the cluster
4. When running the - "cfy cluster start --cluster-node-name <Leader name>" command, an error should occur

Expected result:

Actual result:
-------------
An error occurred on the server: 400: The node is not reachable using address <some-ip...>
