automatically reinstall modified nodes in deployment update

Description

In deployment update, if a node's properties has been changed, automatically reinstall all of it's instances, to apply the changes.

The flag --skip-reinstall will block this functionality, to preserve the current behavior.

Note: --skip-reinstall will avoid automatically reinstalling node-instances, but if node-instances ids will be explicitly supplied to the reinstall list - they will still be reinstalled.
