Issue while doing restore from 4.6 to 5.1 Cluster mode

Description

the problem is when we try to restore a snapshot that contains plugins py2 only to 5.1 cluster , [ one active node the others are stopped ]
the whole workflow fails with bellow exception , tried with restore flag `--ignore-plugin-failure`

in this PR, we made the lazy-plugin track also apply to snap-res: https://github.com/cloudify-cosmo/cloudify-manager/pull/2314

therefore this issue will not exist anymore, because plugin install failures don't exist if you don't install plugins
