install_new_agents fails after snapshot restore
Description
After successful snapshot restore from 4.6 to 5.1, the execution of install new agents failed at cloudify_agent.operations.create_agent_amqp operation with a connection error: "Failed to establish a new connection."
The issue appears with agents running on: windows, centos & ubuntu.
