When running cloudifyplatform/premium-cloudify-manager-aio container along with other container the cluster status shows failure

Description

The status reporter configures the managers_ips during build time, e.g. in rc1 the value is '172.17.0.2'.
This ip is usually the of the first container running on a system.
So when running several containers before the all-in-one , the IP it is assigned is different, there for the status reporter fails to report there for the status is failed (red).
In the past we had manager-ip-setter service that was supposed to handle such a case but it was neglected.

Lukasz why is this different than last release of all-in-one ? (looking t the patch restservice was always dependent on ip-setter …

why does this change makes any substantial difference ?

restservice yes, but this change is about status-reporter, and now ipsetter does `Before=cloudify-status-reporter`

It would be better that we didn't start the status-reporter at all during build-time, but currently we build the docker images via starting & `docker commit`. That will change later...

so IIUC than there is no real change from current behavior (= no need to be added to release notes)
