Windows agent installation broken on Windows 2012 R2

Description

The agent installation process ends up with an error: "Unexpected error. Check install logs".

Further investigation revealed that the agent package contains virtualenv 14.0.6, which is known to have problems creating virtual environments that contain a space in the path.

On Windows, the agent's virtualenv is always created under "C:\Program Files\Cloudify Agents", so a space will always exist in the path name.

Upgrading to virtualenv 15.1.0 seems to have solved the problem.
