In some cases `cfy cluster set-active` results in a non usable node

Description

On a 4.6 cluster when trying to set one of the replicas as the leader it fails with errors:

The patch means that pre-4.5.5 agents will continue to use tenant credentials, as they do on non-cluster deployments. The change means that the cluster mechanism won't attempt to force creating credentials for it.

can you please add a short explanation on the problem (a few sentences nothing more) + the 3 options we have discussed and their disadvantages.

what 3 options? Did you mean to write this on the windows ticket? (CY-1755?)
The issue is described in a comment here and in the patch PR description as well.
As I understand this is now part of testing that is doing for geo-repl (as in, a "restore a 4.5 snapshot" is a test we'll be doing).
The patch has been merged and tested, so this is done, closing.
