When running cfy_manager install a second time, KeyError: 'flask_security' is thrown

This only applies to a specific scenario, as described in steps to reproduce.

Steps to Reproduce

Environment:
A clean Centos machine with the install RPM downloaded and installed.

Steps to reproduce:
------------------
1. Edit /etc/cloudify/config.yaml to only include:
```
manager:
private_ip: 127.0.0.1
public_ip: 127.0.0.1
security:
admin_password: admin
```
2. Run cfy_manager install and wait for installation to finish.
3. Change `/etc/cloudify/config.yaml` again to the same file in step (1).
4. Run cfy_manager install again.

Expected result:
---------------
You should receive and error that notifies you to only run the installation with the `--clean-db` flag when running a second time.

Actual result:
-------------
The following error is thrown:
```
[MAIN] - ERROR - KeyError: 'flask_security'
```
