Stage snapshot restore not working in community version
Description
Stage restore on community doesn't have the stage schema revision set (ever).
That change:
https://github.com/cloudify-cosmo/cloudify-manager/commit/f34b0c1c10ed456e556bfa50bab2fb49dd73e362
did not take that into account.
