CLI throws NPE when using 'teardown-localcloud' command if using command while not connected

This is also true for the 'teardown-cloud' command.

This is a problematic issue due to the fact that the teardown should be connected to the rest in-order to verify the user's teardown credentials and in any case the teardown should be done on the rest side to allow authentication and varification.
