uninstall-application takes very long to finish

uninstall-application does not uninstall services simultaneously, instead it follow a curtain uninstall order and uninstall services one by one.

since now uninstall-service waits for the cloud machines to be shutdown, it slows down the uninstall process of an application significantly.
we should implement uninstall-application in a manner that services that do not have dependencies on each other may be uninstalled at the same time.
