CLI should not be uninstalled if it existed before bootstrap

Description

In 4.2m7, we automatically install the CLI alongside the manager, and we uninstall it on teardown.

A common installation method for customers is to install the CLI on a VM, and then bootstrap the exact same machine.

With 4.2m7, what will happen is that the CLI RPM installation will be skipped during bootstrap (because it's already installed), and will be deleted on teardown — unexpectedly as far as the user is concerned.

The CLI should not be uninstalled on teardown if it had been pre-installed before bootstrap.
