Can't connect a manager after cluster has been started

      Description

      It's a little complicated scenario, but let's say we have 2 managers - m1 and m2, and 1 CLI. Both managers have been bootstrapped and working.

      Steps to reproduce:
      1. Connect to m1 and start cluster
      2. Connect to m2.
      You'll get an error: "401: User unauthorized: Authentication failed for <User username=`admin`>."
      The Same error will occur if you try to connect to a different manager (neither image or bootstrap).

      3.Create a new CLI
      4. Connect to m1 and check cfy cluster node list
      5. Connect to m2 and try to join the cluster
      You'll get an error: "Cannot join profile 10.239.1.206 - that profile has no cluster started"
      The Same error will occur if you try to connect to a different manager (neither image or bootstrap).
