Ability to exclude logs and events from snapshots

Description

Currently, when creating a snapshot, it is only possible to skip the inclusion of metrics in the snapshot.
However, certain use cases (such as rapid snapshots for the purpose of implementing DR), we'd want to reduce the snapshot to include as little as possible. In these cases, skipping logs and events is useful, as they are not critical for the functioning of the new manager.

We didn't remove logs and events from the snapshot, we added a script to the Manager (under /etc/cloudify) that allows users to delete old logs and events from the DB.

I got an email from saying that this was implemented for 4.3, with a screenshot showing an "exclude-logs" flag for "cfy snapshots create"... so... I don't know anymore.
